Actually, they're both important, but in different ways. That's why even if you don't know your time of birth, you can still find out a lot about your character and your destiny.
The Sun is who we ARE, our Light, Life, and Heart we radiate as we stay steady on our course throughout our lives. The Sun is "that's what you are, a superstar," that "we all shine on and on and on." The sign our Sun is in in the "filter" through which our Light/Life radiates, what is integral to our lives, our integrity, and how we integrate various parts of our reality within an ever greater Light field.
The Rising sign gives the particular lens of how we view various life areas, since how we divide the area between the Ascendant and Midheaven determines what sign is on which house in our chart. The Rising sign, or Ascendant, is determined by what time and where you were born, as is the Midheaven. The Rising sign is part of our mystery of how we view our self and our particular purpose we're here to demonstrate.
From personal experience, anyone can learn a tremendous amount about themselves even if they don't know their time of time, since a Solar chart reveals everything there is to know about a Being, even if they're not living that to the fullest. Looking at the Solar chart often reveals much that cannot be seen in the Rising sign chart, and seems to work simultaneously with the Rising sign chart. And I've also known techniques that can help yield an accurate estimate of the Rising sign even when the exact time is in doubt.
I wrote an article a year ago explaining the differences between the planets and the houses, and how they fit together in the harmony of our Being. Even if you saw it then, it still bears re-reading, since there's a lot there to help you understand the various parts of you and how it all works. For your reconsideration,

I got it somehow like this: if (example) someone is Cancer, but Virgo rising - he/she will have be Cancer/Virgo or Virgo/Cancer personality, but since Sun (as the biggest and strongest body in chart) falls in 11. house he/she will also have strong Aquarius spirit. If the Sun falls in 12. Pisces mentality will show... I seems complex but that could be the beauty :)
But, I'm not clear about constellation. Example: Sun is the strongest in Aries, but weakest in Libra. Sun is strongest in 1st house, but weakest in 7th. Ok, that is base, but...
I have Sun in Libra (weakest), but in 1st house (strongest), Moon in Scorpio (bad, bad position), but in 2nd house (great) and the same situation with mutual replacements of Venus, Mars and Pluto, and Jupiter in 4th (yey), but in the wrong place, Saturn on MC, but wrong place again.
Everyone whom I asked "what is stronger - constellation or house?" said constellation. Than I asked Ok, what am I, can you quess? And they all answered ...well Aries with Scorpio rising. Nope, I'm Libra with Libra rising, and that whole confusion about position "power" remains.
So, it's not just Sun position/Rising sign "problem", it can be also position house/constellation theme on the starry plate :)

Not being an astrologer, I use the simplistic analogy of Freud's concepts of id, ego, and super-ego. The moon = the id, or subconscious self; the sun = the ego; and ascendant, or super-ego, is one's mask or face to the public. Am I far off track?

I got a good insight of my "map" by reading your link Robert:)
I can now see why many sees me lazy.... I have Strong Aquarium / Uranus in my chart. I at not (only) lazy, but lot of energy goes subjects "in hide".
